Planning Commission to discuss Development Code Improvement Project

The City Council will be holding a hearing on some of the topics from the 2009 Development Code Improvement Project and the 2009 Corridor Districts Review project at 3:00 PM on June 15, 2010. The hearing will be held in the Council Chambers, located at 1333 NW Eastman Parkway. You may find the staff report and proposed amendments on the City Council website. The public may provide written testimony before or at the hearing, and may provide oral testimony at the hearing.

The specific topics addressed in the hearing include:

TOPICS FROM THE 2009 DCIP PROJECT

  • Modifications to Land Division processes. This includes how a condominium final plat is reviewed; how lot consolidations occur; and how to allow easements as part of a lot line adjustment.
  • Updating requirements regarding home day care. The state changed its licensing requirements for home day care. The update allows Gresham’s Code to match State requirements.
  • The Plan Map Amendment process. This includes a new process for a conditioned plan map amendment and for the concurrent submittal of a plan map amendment and development application.
  • Non-conforming development standards. This addresses how non-conforming developments address floor area ratios.

TOPICS FROM THE 2009 CORRIDOR DISTRICTS REVIEW

  • How mixed-use developments occur in the Community Commercial and the Moderate Commercial districts. This provides minimum standards for commercial development in a mixed-use development project in these districts.
  • Where mixed-use development is required in the Station Center areas. This refines the locations where mixed-use development would be required in the Station Center area.

NEW TOPICS

  • How to review small religious institutions that seek to locate into an existing commercial space. This amendment provides for a lower level of review for small religious institutions that seek to locate into an existing commercial space.
  • If the conversion of a structure from commercial to a community service use constitutes a “change to the primary use” for purposes of Design Review. The amendment proposes that the change to the primary use should not be considered a trigger for Design Review.
