City Council Meeting
At this Council meeting the staff will be presenting their latest proposals on the design part of the code. Once again people can sign up to make a 3 minute comment at the beginning of the meeting, or they can just attend to hear how things are progressing.
December 7 and December 21 will be the Council meetings where the voting on the 'Big Box' code will occur.

"This is a meeting for anyone and everyone to come and listen to and participate in the latest proposed version of the 'Big Box' code. Comments and suggestions are very welcome.", Susan Wells, President Southwest Neighborhood. (See 'Related Content', and 'More info from Susan Wells' below)
The purpose of the ("Big Box") project is to create regulations that ensure commercial development meets the community's vision and to ensure high-quality design for retail and other commercial development along arterial streets in the corridor district. The Code regulations will result in commercial developments that:
Are attractive with high quality design and materials
Promote a sense of community and livability
Support the City's sustainability goals
Address safety concerns
The purpose of this forum is to present information on:
The proposed land use district location changes for Community Commercial and Moderate Commercial
The Draft Commercial Design Guidelines and Standards Code
The meeting will include an open house at 6:30PM followed by a presentation/discussion session starting at 6:45PM.

Last year, we discussed issues regarding making new development and existing development more compatible with each other and weighed alternative ways to address those issues. Now it is time to develop a preferred approach to addressing each of the following issues:
Height and bulk of new homes
Transitions (between single-family homes and more intense uses such as commercial uses, apartments or condominiums)
It includes: Meeting Minutes: May & June, New Industries Grant Program Refinements, Public Safety Facility, Plaza del Sol Work Group Update, and more. You will find all of this under "Agenda" for the meeting on 9/8.

The fifth round of Code improvements are being initiated with the purpose of enhancing the clarity of the Code and increasing its effectiveness. Topics of this round include:
Assessment of Community Services Uses and consideration of a Conditional Use process
Developing a master plan process for institutional use
Examining alternative energy systems
Introducing a protocol for classifying permitted uses
A community forum is tentatively scheduled for August 17 from 6:30 to 8:30 in Room 2A at Gresham City Hall. Information on the topics will be shared at this meeting. Staff will also solicit input from the public on the topics and issues associated with them.
The Planning Commission will hold its first work session on DCIP-5 on August 23. This meeting is scheduled from 6:30 to 8:30 in the Springwater Trail Room at City Hall. The purpose of the meeting will be to share the topics, share public comments on the topics, and gain additional feedback.

The City Council unanimously approved amending the Development Code regarding issues from the 2009 Development Code Improvement Project and the 2009 Corridor Districts Review project at its hearing on June 15, 2010. The enactment reading will occur on July 6, 2010, with an effective date of August 5, 2010. The approved language may be found here under “June 15 Public Hearing.”

Project Receives Award
The City has been awarded the Oregon Chapter of the American Planning Association’s (OAPA) Professional Achievement in Planning Award for the Residential Districts Review project.
This award recognizes a planning project of exceptional merit. The Residential Districts Review was a Council Work Plan project that established two new land use districts, promoted residential lot size compatibility and ensured residential density was located in appropriate locations. The project also created an innovative housing demonstration project code.
