Oregon Bottle Bill

In 1971, enactment of the Oregon Bottle Bill made Oregon the first state in the nation to require a container-deposit on cans, bottles and other containers of carbonated soft drinks, beer, and (since 2009) water sold in Oregon. The law is credited with reducing litter and increasing container recycling. As a result, items which used to make up around 40% of the roadside litter now represent about 6%, with container return rates averaging 90%, compared to 28% for states without a similar bill.

Since 1971, ten states have enacted Bottle Bills modeled after Oregon, including Vermont, Maine Michigan, Connecticut, Iowa, Massachusetts, New York, Delaware, California and Hawaii.
